To reverse-engineer a power supply interface by trial-and-error, finding the GND pads and connecting them to other pads through a 1K or 10K resistor is a safe way to probe for possible start up conditions. Follow the discussion over at High Voltage Forum:

A simple bridge between pin 1 and 2 is required to make the power supply output 12VDC.

The potentiometers was found to work as follows:

VR200 – Unknown function
VR201 – Voltage out adjustment
VR202 – Limiter, needs power cycle if tripped
